I really prefer the series's Lucky, his heroic personality and the overall design is superior in my opinion, is kinda hard because it's almost two completely different characters.
In the original movie he is coward and most of the time a weak puppy(If we take that it's the same universe as I believe, after the films events he matured and got stronger) and in the series he is probably the most confident, indepedent and strongest of all puppys.
I think what makes Lucky in the series special, is that he is the leader and at the same time he can be serious and studborn, he is shy and gentle, of course he needs to mature a lot like all of us, but he is not perfect, that why make him the best.
About the live-action, I can't even remember...
Of course movie lucky is damm cute <3

I think the reason that Lucky was somewhat weaker in the "Animated Movie" is because he was given the Personality, Cadpig had in the "Original Novel", the one who was almost unborn, has an Obsession for Television and a bit Weaker.
He was given more of his "Original Novel" Personality in "101 Dalmatians The Series" with the Leader type role, but still kept Cadpig's Television Love. And apparently an Inventor at points, having made a flying machine on two or so occassions. *Hugs* X3
Cadpig herself was given a newer personality, and I say it actually works for her! =3
Still, Like said, "Animated Movie" Lucky is Adorible and his "Series" Incarnation is very good too. =3

Myself, I prefer his look from the original movie, but I like his characterization from the series. Whenever I picture him, I try to mesh those two together.

I like all three of them, but I think his 1961 animated appearance is the cutest. But in second, of course, is his series look. As for the other pups... Rolly - I like both, but I'm leaning towards his series appearance. Two-Tone - Series. She really stands out, and I LOVE her spot pattern. Patch - Movie. But I do like him in the series, as he resembles his book counterpart. Whizzer - Series. I just love those long, floppy ears on him Dipstick - Again, series. He stands out more.

Lucky: I actually love both appearances, but I like the series a little bit more.
Patch: The movie version is cuter.
Rolly: The series is better I think, since he looks a bit more muscular.

Animated film pups all the way! The pups had enough personality for the amount of times we saw them, I felt, and there wasn't really the time to flesh things out more. Obviously the series' focus on certain pups over many episodes gave them ample time to be better developed personality-wise. Rolly is pretty cute in the series, but yeah, prefer the adorable originals.
