I can't say this character was truthfully meaningful, partly because the movie never strongly characterized Pepper or Freckles. Even in the 2003 sequel Freckles and Pepper didn't come into the forefront. It's something like a contrast to Return to Neverland, where the despite the fact the Lost Boys never went by name in the 1953 animated movie, they actually are refered to by name in the 2002 sequel.

In the animated movie, it's clear that Freckles is male, because he has a red collar. In the series it's not regular, but in the movie red collar means male, and blue collar means female. That was mentioned somewhere. Though, how can we know who is Pepper? He/she is just verbally mentioned, but we never saw him/her.

Well, I was taking a look at Disney's "365 BedTime Stories" book, where I happened to notice amongst one of the "101 Dalmatians" Stories "Patch's Plan", it labels Pepper as "Patch's Sister". =3 Evidence here... So, I guess that's one part that may support the "Pepper is Female" Side. Of course, you Pups are welcome to your views too. ;3 Any more contributions to this, Pups? =3 Looking forward to hearing from you, Pups. *Hugs* X3

That's probably the closest we'll have to an answer.
Gender may have an answer, but personality is something else entirely.

Exactly so gender cant be based on collar color if all the blue collared pups were girl then Rolly would be too
