okay fine.
This is why I had always wanted to see a 30 minute episode of the series dedicated to Two-Tone. To flesh her out and give her character development that she deserves unlike Spot and Lt.Pug.

She still never lifted a paw to stop Mooch and most of the time was seen smiling flirtatiously or grinning at mean things he said. If she's such a goody two shoes, she'd have been all "oh stop it Mooch ur hurting my poor wittle defensewess bwother!!111!!!1" which she never did.
lol you really need to lighten up and accept other people's opinions Two-Tone. Most of the canon supports these ideas which is why most of us think that she is the way she is.

No one is perfect, Two-Tone and having some negative traits is what makes a character Three Dimensional.
If Two-Tone was 101% completely flawless, she'd be somewhat boring. We're not insulting her in any way, just with thinking of some depth.
Like said, she can be with Lucky; but due to her indecisive nature, she may be with Mooch too, like a Part Time member of Mooch's Gang. Seem fair?
For the age thing, around their teenager years can work, can't it? ;3

@two Tone: Mizan was in no way mocking you. She was stating valid examples from the series, fact being that the character majority of the time never tried (in fact only tried once) to stop Mooch from bullying Lucky. Just sat and watched, usually smiling the whole time. You really need to learn to accept other people will have differing opinions than you, no matter if you cry, beg, or 'facepaw' otherwise to try and get them to 'stop it.'

I know that she was just smiling, but Nemo, babclayman, Shadow and Mizan question if I may, did she join in on the taunts or encourage Mooch to tease her brothers and sister more? I should say not, she was just there at the side lines, minding her own business, how does this make her a bully? I ask you. Sure, the characters need negative traits, I mean that would mean they are as normal as you and me, Lucky did have some faults in three count them three episodes, so did Cadpig, but we can discuss that in another topic, if there is another episode where Lucky had another fault please let me know, but the point is I don't see anything wrong with her. She didn't join in on the teasing that's where an explanation needs to be said, otherwise I'm going to be totally confused about why you guys besides me and Two-Tone believe that Two-Tone is evil or a bully.

Just because she "sat on the sidelines" as you say doesn't make her any less of a bully. Think of a real life scenario. If you're against bullying, you wouldn't be friends with them or hang around with them, let alone decide to partner with the head bully. It's not like she tried to stop them from bullying either.

@shawn: You do make some good points, but what I (not sure about the others who disagreed with TT) are basically just trying to explain that not everyone is going to have the same opinions about a character/their mannerisms/etc. as she is. Which throughout my time here, she has a VERY hard time grasping that concept.
