Like I post; I think it is most likely that they are waiting for all of the first Season to air in the U K, before it airs on Disney Plus, and in the U K, we have, at least, Eight more Half Hour Episodes to Air. Chances are, all of Season One shall have aired by Christmas, which means it shall be added to Disney Plus, either as a Christmas Bundle, or even for 2020! Another possible case is, they could be adding the "101 Dalmatian Street" Shorts first, before they post up the first Season, too! Like every one posts, give it time. Though, Season One is currently on Pause; there any word of when the Season shall resume, Pups!? I got a tweet from Disney Channel UK news as they told me that they'll have an update of when new episodes of 101 Dalmatian Street will air soon and to stay tuned for more news about this.

There's really no reason they would have to wait for that. They aren't contractually obligated. The show airs worldwide. If they wait, the reasoning I provided is the more valid explanation.

I am not denying what you post, either, though. It is likely, they shall either air in in December, January, or maybe even March, one year after the Show had it's Official Premiere on Disney Channel U K?
Though, you think they shall air the Shorts before the Show itself?

But I thought they were going to air episodes on Disney+ one at a time on a weekly basis. Why would they need to wait for Season 1 to end in the UK if they’re going to do it that way? The other countries didn’t wait.

I am not sure if this applies to the Disney Channel U K App, but for the Disney Channel France App, there appears to be "101 Dalmatian Street" Games on it! Some of the Games appear to be Dolly & Dylan trying to round up the other Dalmatians in the Park, with the two needing to work together to solve puzzles to reach each of the Puppies!

I played the game, it's more of a work in progress game because they say there is more levels to come up, I would like to hear updates to see what new levels I can play

We got some news from Disney Channel U K, Pups!
It seems that we shall be getting more Episodes of "101 Dalmatian Street" in the New Year! With this rate, it looks like all of Season One shall take an entire year to air!
Granted, it took Two-And-A-Half Years for Phineas & Ferb to air all of Season Four, too!
However, for those in the U S, if reports are correct, than those who plan to get Disney Plus shall be able to watch the Show on there, a week from today!

Ooooooooh, We have some intriguing news, on the Eve of when "101 Dalmatian Street" is supposedly set to air on Disney Plus! This week is the Manchester Animation Festival, one of the U K's Largest Animation Festivals, and it seems that they are having an Awards Ceremony for Industry Excellence! With "101 Dalmatian Street", it was nominated in the field of Story Boarding, particularly for Max Loubaresse, who did the Story Boards to "Crushed Out", "Don't Push Your Luck", "Fear Window" & "A Summer To Remember"! Well, I can now confirm that "101 Dalmatian Street" is Officially an Award Winning Show! In a way, it kind of makes me think about how the "101 Dalmatians The Series" Episode; "Home Is Where The Bark Is" won an Annie Award for Storyboarding, too! What you think of this, Pups!?

That one article on gamespot is the only thing that ever said the 15th, and as I said at the time, something about that article seemed off to me. The show is definitely coming to Disney+ eventually, but I'm not feeling confident that it'll happen tomorrow. Disney hasn't said anything about it.

Many reports on Twitter have said it’s coming tomorrow as well. I still have my doubts, but the only way to find out for sure is to just wait until tomorrow. I don’t know why Disney is being so hush-hush about the US release date of this series. How much longer are they going to keep trolling us about it?
