I wouldn't doubt it being possible, since there's that scene in; "Film Fatale" that has the Dalmatians looking like the Riffers in the Theatre too, isn't there?

I remember RaceFanX once mentioned this but...
In the episode "Prima Doggy", it may be the most dated episode of the series because there are some references to then recent films from the 90s, one of which is the iconic wire suspension sequence from Mission Impossible.

I don't think it's Dated. Those films are usually the case of Action Nods. Although, I don't think Lucky has Wire in that Episode? A Mission nod, perhaps, but that's more being on a Helicopter and a Train to get Kibble. o.o
I know that Lucky has a Fantasy about the Wire case in; "Dough The Right Thing", that what you're thinking of?

When Cruella is pinching the Valentine Items, she comments; "When you care to shre the ver best!" Is this a Nod to the Hallmark Advert; "When you care to sen the ver best"? o.o

It's the scene where the Dalmatians have some Valentine's for Cruella. Cruella comments to the Audience; "When you care to shre the ver best!" Yes, Barkio was a reference to Super Mario Bros.
But there was another reference to The Hunchback of Notre Dame.

That is correct, I believe it's in the episode; "Valentine Daze".
Roger has his Valentine for Anita, undr his Shirt, on his back, and when Anita asks him on it, he claims to working on a Video Game called; "The Hunch-Box Of Notre Dame".
Although, in the UK, when the Episode airs on Disney, for some reason they cut him claiming what the name of the Video Game is. Why you think they do that? o.o

To answer your questions, Raine and Shawn, I think the intro to the Barkio game with Lucky's floating disembodied head was supposed to be a reference to the beginning of Super Mario 64 that showed Mario's floating disembodied head that you could mess around with.
