This is something I found out, and I think it might actually be true.
It doesn't matter what kind of a cartoon series you watch, it is based off of something. All cartoons from the 80's, 90's and 2000's are either based off of a toy line, a comic book, a video game or a movie.
Toy Line-Based Shows: Care Bears My Little Pony Transformers Mighty Max Sailor Moon Sky Dancers Street Sharks Extreme Dinosaurs Toxic Crusaders Digimon
Comic-Based Shows: Batman Superman Spider-Man Teenage Mutant Ninja Turtles The Charlie Brown and Snoopy Show Garfield and Friends The Mask The Incredible Hulk
Video Game-Based Shows: Pole Position The Super Mario Bros. Super Show The Adventures of Super Mario Bros. 3 Super Mario World The Legend of Zelda Mega Man Adventures of Sonic the Hedgehog Sonic the Hedgehog Sonic Underground Sonic X Battletoads Earthworm Jim Donkey Kong Country Kirby: Right Back At Ya! Pokemon Monster Rancher
Movie-Based Shows: The Real Ghostbusters Beetlejuice The Little Mermaid Aladdin The Lion King's Timon and Pumbaa The Mighty Ducks 101 Dalmatians Hercules Lilo & Stitch Men in Black Godzilla Robocop Jumanji The Land Before Time Ace Ventura Dumb and Dumber Attack of the Killer Tomatoes
That's all I can come up with for right now. Maybe I'll update it if I think of any others.

You left out James Bond Jr. and Mother Goose and Grimm that back up your point but I must argue against it. You said "all" but that's just not true.
Many cartoons from the 80s-early 2000s onwards were not based on established properties. Take one of my favorites, Secret Files of the Spy Dogs. That was not based on any previous toyline, comic or movie (It spoofed James Bond a lot but it was not connected). Same for Road Rovers, Hysteria! and Animaniacs just to name a few.
There were still plenty of original ideas and I'd say that most of today's cartoons are original concepts.

Ya know, I was gonna stay out of this, mostly to prove I'm not out -looking- to give Belchic a hard time. But now I gotta comment...;
Secret Files of the Spy Dogs...I love you for returning those memories to my head, Race. <3 That was one of my favorite shows man...

You know, a funny thing is...I was actually thinking about that show (Secret Files of the Spy Dogs) while I was making this post. Really funny you should bring it up. ;D

And don't forget the X-Men cartoons they've had. Not to mention the Justice League, both based of comics as well.
Also, the Mortal Kombat cartoon as well, based off the video game series of course.

I think the point is listing things that was -not- based on something. Giving examples that proves Belchic's theory wrong. All though, Belchic is kind of right. Alot of the cartoons where indeed based on a previous medium. More than I had thought. Still, saying that all of them where is a huge generalization.

Yeah, when I was a kid, a lot of the shows I started watching I didn't even know were based on a previous medium. The first time I ever heard of Mario was from watching "The Super Mario Bros. Super Show", and I never knew about a "Teenage Mutant Ninja Turtles" comic book series or a "Wuzzles" toyline. Anyone else feel the same way as me?

They also had a cartoon about The Mask and what seemed like an aborted cartoon about Dumb and Dumber.
