Okay. Trey made a Best/Worst Disney Afternoon Series list, and Dana made a Best/Worst Nicktoons list, so I am taking the honors to make a Best/Worst Cartoon Cartoons list. These are the original series that were made by Cartoon Netwrok from 1996 to 2003.
Tier 1 - Best Shows Dexter's Laboratory (1996) The Powerpuff Girls (1998) Ed, Edd n Eddy (1999) Sheep in the Big City (2000) Time Squad (2001) Codename: Kids Next Door (2002)
Tier 2 - In the Middle Johnny Bravo (1997) Cow and Chicken (1997) Mike, Lu & Og (1999) Courage the Cowardly Dog (1999) The Grim Adventures of Billy and Mandy (2001) Whatever Happened to Robot Jones? (2002)
Tier 3 - Worst Shows The What A Cartoon! Show (1996) I Am Weasel (1999) Samurai Jack (2001) Evil Con Carne (2001)
Really not much else to say on this topic. I welcome all responses and other opinions.

Tier 3 - Worst ShowsThe What A Cartoon! Show (1996) So… the very show that created the Cartoon Cartoons goes on your list as one of the worst? Several of the shows that you have in the higher tiers were originally pilots in the What-A-Cartoon Show. And even the shows that didn’t get picked up had a tremendous impact on animation, as that talent pool was loaded and many people went on to do bigger and better things. Seth MacFarlane even created a prototype Family Guy for the What-A-Cartoon Show.

Well I'm gonna disagree with you on Sheep in the Big City and Time Squad, to me those 2 shows were just.. horrible.

Seth MacFarlane even created a prototype Family Guy for the What-A-Cartoon Show. Well, those are the few acceptions. There were a couple good ones, I admit, but most of them were really bad. Some of the bad ones included George and Junior (which was basically a poor remake of a 1950's cartoon by Tex Avery), Yucky Duck, Hard Luck Duck, Shake and Flick, and worst of all, The Worm. However, once the Cartoon Cartoons became official, they stopped showing the pilot episodes on this show, and from that point on, the show went downhill.

CN's got three new series' coming up this year called Problem Solverz, The Amazing World of Gumball, Secret Mountain Fort Awesome. The latter two sound like they're going to be really bad, and the former one sounds like it's going to be part of the CN Real block. To anyone who watches any of the shows I listed in my Tier 4 list, I would appreciate it if you gave me your opinions on them.

Hmmm.. I'm not familiar with the entire block of CN, but I have watched the channel for a while (I'm old).
I actually liked Sheep in the Big city a lot. I'm however very surprised that you put Samurai Jack so low! That show drew from so many clever references to mythology and other genres rarely presented in the west, had brilliant art & animation etc. etc. Courage the Cowardly dog is also a huge favorite of mine.

Well, you gotta remember, people do have different opinions.
If you watched CN during it's hey-day from 1996-2003, then I'm sure you must know what the Cartoon Cartoons are.
Even though I personally like The Powerpuff Girls better, I think Dexter's Lab deserves to be the best.
