I noticed that recently, the Nostalgia Critic made a video where he talked about recent cartoons that he found were actually really good. I will agree that children's programming has definitely gotten better in recent days. Unfortunately, in the video, the only shows he talked about were "Adventure Time", "Gravity Falls" and "Steven Universe" (and occasionally "Avatar"). I was disappointed that he didn't bother to say anything about "My Little Pony: Friendship is Magic", "Pound Puppies", "Littlest Pet Shop", "Wander Over Yonder" and "PAW Patrol", because those are shows definitely worth talking about in a subject like this!

In hindsight, I'd say yes and no. I feel it may depend on the show itself rather than the network nowadays.
Like for example, I honestly hate Cartoon Network cause they're shows are just too kooky, random, and full of senseless idiots for me to enjoy and also they turned Teen Titans into a stupid animated sitcom...but I do enjoy Steven Universe which is also by Cartoon Network.
A way in which the shows improved is, an example, I remember how shows used to be one theme or tone through it all. If it was gritty and dramatic, it's always be that with comedy on the side, *coughs* Teen Titans. If it was supposed to be light-hearted it would stick to that and rarely bring in heart-wrenching moments. Nowadays there are shows that perhaps more evenly balance out that tragedy vs Comedy, dark vs light atmosphere, perhaps Steven Universe and Adventure Time being examples of this.
Oh and here's another thing, story arcs that literally lasted several consecutive episodes long, even though the episodes are about 10-15 minutes long. And I don't just mean 2 episodes, I mean 3 or more...again, SU and AT showing examples.
Now as for how they didn't improve, I'd say just the fact lots of shows are getting cancelled left and right because 'they don't sell toys' and again, more shows where the characters are complete buffoons, like the Teen Titans Go! Show or....ugh, Planet Sheen WHICH, need I remind you pups is a Spin-off of "Jimmy Neutron: Boy Genius" following perhaps the dumbest character from the entire show. (Sheen was better as a side character dammit).
*clears throat* but I digress, overall....when you think about it...some kids shows have improved. More diversity in the delivery and atmosphere, more music, more variety in the viewers. The only downside being people expect to make money off of the toys that are supposed to be made based on shows even though some shows could never really have a practical toy, (like Symbionic Titan, how would that work?)

I'm not sure myself how to answer this. But I can say I enjoy most of these new cartoons, especially Steven Unvierse.
I think some of them may be a bit more progressive now? Because back when we were kids, cartoons weren't allowed to portray LGBT themes, but now some of these new shows are portraying LGBT characters. Examples include: Korra and Asami from Legend of Korra, A majority of the gem characters in Steven Universe (2 being offical lesbians, but won't spoil), Jeff's moms from Clarence, and even Marceline and Princess Bubblegum from AT apparently had been together at one point.
