I don’t know why this episode is so late in the season. This would’ve made more sense to have this be the first episode.

Well, it opens with all the pups running into the park and Dylan and Dolly laughing over it, and it feels like Clarissa is being properly introduced to the family here. It feels more worthy of a first episode seeing that it sets the tone and properly introduces the characters, plus it shows that Dylan and Dolly haven’t fully developed their personalities yet. Get what I mean, bab?

I do feel "Dog's Best Friend" was a good establishing Episode for the Show, too. It establishes the Technology used in the House, Dolly & Dylan's dynamic, as well as showing Delilah & Doug's introductions, a small cameo by Hunter, and the Human factor of the House, too.
"Who The Dog Do You Think You Are?" works more as the proper introduction to Clarissa, even if she does Cameo in "Dog's Best Friend".
I do admit, though; I do feel "Walkies On The Wild Side" should have aired before "Boom Night", since that Episode feels more like an actual introduction to the Canal Crew, as well as establishing Dylan's Feline allergy! Would you agree with that case, there?
