Personality:
Zach Vargas is more minded than his best friend, Jordan Patrick. Of the duo of Spotty's Captain Cadets, he can still have his mellow ways.
Zach has a desire the desire for developing mechanical and technical tools which can become helpful in the military bases cases.
At his core despite his naive traits, Zach is sweet towards everyone, especially the Dalmatians and has a loving, sweet, kind, gracious, free, and gentle spirit.
Much like Cadet Patrick, Vargas has the guts and ability to do whatever Spotty orders him and the other cat cadets to do and is able to sacrifice his own life to save anyone who is in peril, as well as the Dearly Dalmatians.
Zach, along with Jordan, also has a huge grudge against Lieutenant Pug and is determined to bust his butt for life and end his ways with the Dalmatians as he also gains a huge heart toward Lucky, Rolly, Cadpig, and Spot and hates hearing their fun getting backfired.
Background:
Zach Vargas serves as one of Spotty's Persian Cat Captain Cadets. He is best friends with his other captain cadet, Jordan Patrick. After Captain McPurr ranks them up to Captains, the duo mentions to him that they hope to become actors, especially with Thunderbolt within being as big a fan of him as the Dalmatian pups are. Of the two, Zach is more minded than Jordan, as he has this desire of being a bit of a tech nerd. He developed a Paw Patrol radar which Captain McPurr gave to Spotty in order to demonstrate how it works when Spotty prepares for his newly set office to keep track of suspects on their upcoming cases after gaining set researched biography and knowledge of him or her, and have them pinpointed on to keep track of their whereabouts such as when Spotty investigates Pug at the Stiffle Mall on the chase for the gang skipping their Bark Brigade class.
When Spotty is introduced by Zach and Jordan in his new office, Vargas mentions that this military base works for the Gruetly Dog Pound which was once on a body of land surrounded by water, as we witnessed in "Cadpig Behind Bars". Zach mentions that by the present time they are in now, that area is now constructed with land built around it as observed in the episode "Spot's Fairy God-Chicken". Vargas comes to his office with new documentation that Jordan needed him to give to the pup to read over to study. Cadet Vargas directs to Spotty that Bill demands him to help the two cats as Spotty's new Persian Cat Cadets as his new Persian Cat cadets to get settled into our new duty station in the base. Vargas also mentions to Spotty that the documentation is about a new act that had recently passed; and that McPurr is introducing to the base, which whereas needs all of them to sponsor. Jordan questions Zach about the act as he has never heard of the act before. Cadet Vargas tells him that it is the Companion Aminals Act, and then Jordan starts a mismatching argument as he wishes that Zach should have told him about it before he needs to know about it. Spotty all baffled by the argument then cuts them off by his whistle and then orders them that he is the one in charge of this troop of Persian Cat cadets and that he will be able to handle everything and that there will be no horseplay, or else be escorted to the gate.
When Spotty investigates Pug at the Stiffle Mall on the chase for skipping the Bark Brigade, he is on the page with Zach on his walkie talkie telling him about all the troubles they are going through and that Pug's Narcolepsy he suffers through is a biggie in the event that he fell asleep twice. Spotty also tells Zach in worse news that the gang is lost at the Mall in search for the First Lady and the First Dog within meeting Filibuster and retrieving an autographed dog dish from him. Vargas mentions that he has no hope in them finding Filibuster if they are bad with directions. Zach has Pug's location pinpointed on target while wondering which direction the pups are heading to while Spotty is reaching out to the Military Base at the current time. While knowing that maps can be tricky especially for big places like the mall, Vargas would hate for the pups to miss the First Lady and First Dog; as so would Bill and Jordan. Zach is then given by Jordan, a designed picture of Filibuster with is presidential dog dish. Afterwards, within how much care Jordan, Zach, and Captain McPurr have gained for Lucky, Rolly, Cadpig, and Spot upon knowing them a bit better, Zach and them all demand that Spotty retreives an autographed bowl from Filibuster for him and the gang as a thrilling surprise for them later.
Afterwards, Zach and Jordan begin making compasses for the pups back at the Military base. The idea came from Vargas as he has the knowlegde that Lucky, Rolly, Cadpig, and Spot would be better at learning directions from the compasses than the Bark Brigade Map Reading Class. Zach gathers all the mechanical gear for the new compasses while Jordan creates the pictures with the North, South, East, and West directions and so forth. They both place the gifts for the gang under Spotty's bed. Zach later tells Spotty that he and Jordan just developed compasses for them so that whenever they needed to or wanted to go somewhere important or fun, that they would use the compasses to use so that they will never get lost again. They also wrote a letter to them stating, that they never needed a brigade to cohese; and that in the end, they have always worked together as one big dog. They also made sure that Filibuster made a letter in regards to the pups which the two Persian Cats also set under the gift box under Spotty's bed stating an apology letter stating that he was sorry to hear them to missing him at the Mall, and that they have such a great brother to thank for making sure they did not leave the mall without the bowl and was to be sure that they got what they wanted and deserved.
Physical Appearance:
Zach Vargas's physical appearance is slightly shorter than Jordan Patrick. He has smooth black skin fur, white whiskers, pointy ears, dramatic copper eye color, white muzzle and an orange nose. Overall, his appearance seemingly is the cat version of the German Shepard Dog, Blaze, from the episode, Dog's Best Friend.
Trivia:
Fans would consider Zach Vargas to be a bit of a homage to Donatello from Teenage Mutant Ninja Turtles as he is some technical wiz on building useful mechanical equipment.
His voice actor James Franco is best known for playing Harry Osborne in the Sam Raimi's "Spiderman" triology, Daniel Desario in the television sitcom, "Freaks and Geeks", portraying James Dean the character himself in said movie, and portraying Aron Ralston in the film 127 Hours.
It is likely that Zach and Jordan grew up with Blaze.
When the pups meet the Zach and Jordan along with Blaze and Thunderbolt at the Stiffle Mall, Cadpig calls Zach, Zachie. This is a homage to Wheezie in Dragon Tales typically calling his brother Zak, Zakky
