Now we've already done a post on outside references within the 101 universe so now let's do the opposite. Here's a post for works of fiction that make references TO 101 Dalmatians.
In the Disney remake of "The Parent Trap" starring a young, sober Lindsay Lohan the twins refer to the film b*tch of a villain as "Cruella" twice.
In the movie "Lethal Weapon 4" Mel Gibson's character Martin Riggs quips to his pregant girlfriends "Did you buy all 101?" after seeing she's bought about a dozen small stuffed dogs for the baby's nursey. She replies she "just like dogs."
In "Spaceballs" a news report taking about the death of Pizza the Hutt ends with the reporter introducing a movie review of "Rocky Five...Thousand" by an unseen reviewer named Pongo. Mel Brooks has confirmed that was a reference to 101, over the years he personally has owned dogs named both Pongo and Perdita after the film.
In Mel Brooks' later film "Robin Hood: Men in Tights," Robin implies he had a dog named Pongo.
Pongo and Roger both make brief cameos in "Oliver and Company." The car that picks up Milo early in "Atlantis: The Lost Empire" is a 1910s-stylized version of Cruella's as well.
Fonzie sends the Cunningham family to go see the movie on its original release in an episode of the 1950s-early 60s set sitcom "Happy Days." Mainly this is so he and Richie can stay home and trap the infamous "Kissing Bandit."
The Simpsons' episode "Two Dozen and One Greyhounds" is a whole plot reference to 101 with Mr. Burns in the Cruella roleas he plans to off the dogs to make a tuxedo. A character very similar in appearence to Nanny even shows up as an employee of Burns during a big musical number about his love of fur. Oddly Burns changes his mind at the end of the episode, pays for all the Simpsons' pups in full and raises all of them to be champion racing dogs. The episode is actually regarded as one of the show's best, it probably helps that show creator Matt Groening is a huge fan of the original film and it helped inspire him into cartooning.
"101 Dalmatians the Series" got a rare outside reference on its Disney 1 Saturday Morning sibling "Pepper Ann." In the episode "Girl Power" the plot revolves around a "Tundra Woman" cartoon that is replacing a cancelled "101 Mutations." Pepper Ann apparently liked that "101," describing it as being about "a bunch of radioactive puppies trying to save their farm located on the rim of Mount Pinatubo."
On the 80s icon "Miami Vice," Detectives Zito and Switek try to go see the movie on a re-release during the second season "Yankee Dollar."
"What is 101 Dalmatians" was the correct answer to a question on alternate book titles once on Jeopardy, the question was about what book was also published as "The Great Dog Robbery." Cruella showed up as an answer as well during a College Tournament episode in a category about "Film Villains."

In the Queen Song "Let Me Entertain You", one of the Lyrics are "I'll Pull you, I'll thrill you, I'll Cruella Devil you!"
The Dark Eldar, an alien race from the tabletop wargame Warhammer 40,000, include a Special Character named "Kruellagh the Vile", whose name is a pun on Cruella de Vil.
In A Doctor Who Comic, when Matt Smith & Amy are investigating a Retirment Home where the inhabitants disappear, When the Head Nurse of the Home attempts to shrug the mystery off, Amy quotes "See you later, Cruella..."
In the Robin Willaims "Whose Line Is It Anyway" Props game, Wayne & Rabin are given these Black & White items, Wayne puts them on their heads and quotes "Bring Me Those Dalmatians, Quickly!" To which, Robin makes a crazy laugh.
That's the Homages, I can think of for the moment. ^^;

Cruella showed up as an answer as well during a College Tournament episode in a category about "Film Villains." Interesting you should mention that, Race. Another time on Jeopardy, not too long ago, there was a category about "Animals in Children's Books", and the first clue for that category was about "The 101 Dalmatians"! Here's another homage I know of: During it's first two seasons, Dexter's Laboratory had two side series'. One of which was Dial M for Monkey. The final episode of this side series, "Peltra", was about a villain who loved to make animal fur coats, and she was determined to make an outfit out of Monkey's fur coat. She also had two thugs, Tanner and Skinner, who she sends down to catch Monkey and then tan and skin him. Peltra could have very much been inspired by Cruella De Vil, and Tanner and Skinner are obviously homaging Horace and Jasper.

On Cartoon Network's new MAD cartoon, based on the magazine, one segment of the sketch series was "2012 Dalmatians" in which it's revealed the Dals are the World-ending event that is supposed to destroy the planet in 2012. It's about as funny as it sounds which is not much excepting a random "Zach & Cody" parody. It's mainly a sendup of "2012" and thus John Cusack and his kids from that movie have to save the day have to save the day by luring all the dalmatians off a cliff with a dinosaur bone tied to the back of a limo so they all plunge into a ravine...and land completely okay on top of Cruella DeVil crushing her (she randomly lived at the bottom of said ravine).
Bab might like if he can find it since it does have several oversized dalmatian pups

During Christmas of 2010, The One Ronnie did a Sketch where he was playing Lassie, trying to get work for a Film (Outside of Lassie films).
Amongst one of Lassies suggestions on getting a part in is "103 Dalmatians". ;3
I believe there was even an Episode of Ugly Betty, where the head of the Fashion House wanted to use Canines in an Advert and as she comes into the photo shoot, she is wearing a coat with Dalmatian like Spots on it (I didn't catch the whole Episode, just that scene, not sure what it was all about. ^^; )
Still, That 2012 Dalmatians seems amusing too! =3 I'd be okay with that! X3

In the "House of Mouse" episode, "The Stolen Cartoons", after Donald was put in charge of the House when Mickey temporarily left, we see a montage of him remodeling the place. At one part, we see him on the cover of a magazine called "Twilight Bark", and his tuxedo is being bitten by Perdita.

In Earthworm Jim 2 - the Game Show part of the level "The Villi People" aka "Jim's a Blind Cave Salamander" One of the questions asked in the gameshow part is
"In what year did the battle of Hamstrings occur?"
The answers are as follows A: 1066 A.D. B: 1099 B.C. C: 101 D.M
I think it's obvious the reference given here in answer C is.
Also of note in the Puppy Love sequences Psycrow tosses puppies out the window which Earthworm Jim has to catch, of note the puppies resemble dalmatian puppies (as does Peter Puppy in his in game appearence)

Adding onto House Of Mouse Cameos. ;3 In the Black & White Cartoons Episode, When Mickey announces that the night is "Black & White Night" We cut to Pongo sitting at a Table with Perdita saying "Well, It's about time!" In the Valentine Episode as well, Amongst one of the couples together, Is Cruella & Beast (Beauty & The Beast), Cruella then asks Beast "What sizes do you come in?" In the Big Bang Theory, Rajesh suggests that they use an evil laughter as a psychological threat against Sheldon, and Howard points out that his evil laughter is more like a Cruella de Vil's laughter. In the Parody Youtube Channel, Smoosh, In the Video, Gorilla in the Bathroom, When asked to rate a Meal they just had, they give it a rating of 99 out of '101 Dalmatians'. Adding on to the House of Mouse ones....
In an episode centered on theft Perdita is seen with Pongo at the start of the episode and speaks for the only time on the show to accuse Cruella of stealing their puppies. Pan over to Cruella who responds "One movie and you're branded for life." Ironically she does turn out to be innoncent this time.
In an episode where Pluto has to run the club he scares off O'Malley and the Alleycats (always hated that gag where they are always the guest and never perform). Pluto replaces them with "The Pet Shop Dogs" an all-dog act that includes Patch and Rolly who perform "Everybody wants to be a [woof]," a canine send up of "Everybody wants to be a Cat." Only Dodger from Oliver and Co. gets lyrics during this bit, the others including the pups just bark. Cruella notes "Where's my taylor when I need him" afterward.
The Colonel and Sgt. Tibbs make a silent cameo in a crowd scene near the start of the show's Christmas movie.
In an episode dealing with a blizzard Mickey jokes "It's so cold Cruella DeVil wants to make a Dalmatian parka," none of the 101 characters actually appear.
In the Disney film "The Aristocats" none of the Dalmatians actually appear (there's only two dogs in the movie) but two of the film's trucks do. Probably because of reused animation the milk truck the cats ride on is a blue version of Horace and Jasper's truck, right down to the banging fender. The moving truck that hauls a crate away at the end of the film is also identical to the one the Dals had in the chase at the end of the film. Both trucks are admittedly out of place with the movie's 1910 France setting.
Cruella was originally going to make a return appearence in "The Rescuers" as that films villain, with some concept art drawn up showing her having cast off fur for alligator skin. That idea was dropped early on in production but the film's new villain Madame Madusa pays more than a passing resemblance to Cruella as a result. Most notably Madusa drives an older-model car and drives it recklessly in one scene, the animation of the car itself may be reused from 101.

I got one:
In the Animaniacs comic book series, issue #31 (released November 1997) has the main story "101 Darnations" which features an exotic fur collector named Annoyah LeCreep who wants Yakko, Wakko and Dot's fur, so she sends her henchmen, a pair of "idiots and blatantly obvious parodies", Lemmon and McPaul to capture them.

Here's another one and it's a rare reference to 102 Dalmatians...
In one episode of the best-left-forgotten internet revival of "The Critic" Jay Sherman describes the year 2000 in film as "More dogs than 102 Dalmatians."

I don't think this one has been brought up yet.
In the remake of "The Parent Trap" (the one with Lindsay Lohen), Halley keeps addressing the father's fiance as "Cruella De Vil". Even more interestingly, the original movie was released the same year as "101 Dalmatians", but that's not an homage.
